We work closely with a number of business and resident groups across the city, representing areas including the city centre, Jericho, Headington, Cowley Road, St Clements, Botley Road, Summertown, Woodstock Road and further afield.
Open Roads for Oxford Ltd has been established as a limited company in order to make a legal claim against Oxfordshire County Council and to ensure that any challenge is grounded in good legal standing, governance, and with the highest levels of accountability.
Our aim is to give a legally robust voice to the groups and communities standing to be affected by this scheme, ensuring that our shared concerns are fully represented and defended. We will do our utmost to stop OCC’s ‘Congestion Charge’ scheme - and original traffic filter scheme - from going ahead.

Paul is the owner of Pens Plus of Oxford, an independent specialist pen shop that has been on Oxford’s High Street for over 60 years. Paul has previously worked for both Oxford University Press and Blackwell’s, and has lived in Witney for over 15 years, all the while commuting into Oxford. The unreasonableness and lack of process around this particular council scheme has driven him to join the effort to stop this scheme in its tracks.

Emily is the owner of Hoyle’s of Oxford, a long-established independent games retailer in the heart of the city. She has spoken out consistently against the congestion charge in its various iterations since 2020. Emily has lived, worked and studied in Oxford for more than twenty five years and is committed to championing fair, transparent, and evidence-based decision-making that protects the city’s vibrancy and accessibility for all.

As Chair of the Independent Oxford Alliance, Anne is committed to challenging local transport policies that she believes are damaging to residents, businesses and commuters. A former Director of Corporate Affairs at Oxford Brookes University, she has decades of experience in higher education leadership, voluntary sector governance, and working with councillors, residents, and businesses on city-wide issues. Anne has lived in Oxfordshire since 2005.
